If I've read correctly, you need help accurately adjusting your Z-offset? Glad to hear you're making some progress!
These are the steps I went through when adjusting mine with a BLTouch installed: Home all axes, then move to Z=0. Increase or decrease the Z-offset as needed, a little at a time to prevent colliding with the print bed. Repeat as needed until the nozzle is about paper-width distance, or using whatever tool you prefer for bed level testing, from the print bed.
After this is done, you can use this distance to manually level the print bed.

As far as I've used my E3V2 and have searched, USB connection to Windows does not require additional drivers. Software like Cura and Simplify3D should detect your printer out of the box as long as your printer profile is set up correctly. Have you already tried using a different USB cable or port? What changes appear in Device Manager when connecting the USB?

You can find instructions to fix these issues near the end of their installation guide. It provides start gcode lines to fix the offset and, as far as I remember, compiling your own firmware is required to use your auto leveling sensor on top of changing the E-step value. I had the same issue a while back except I followed a custom firmware guide for a BLTouch. I do not know what changes are needed for a CR-Touch.
