The smallest movement I get using the shift-arrow keys is about twice as large as I need to line up items to be assembled.

I’m assuming you are referring to the (M)ove command. Theses are the Keyboard commands
Arrow keys = move selected object 10 mmShift + Arrow key = move selected object 1 mmCtrl + Arrow key = move relative to the camera orientation, rather than the bed X/Y axes.However, for finer movements it’s generally accepted that the harrow handles and/or position fields are best for finer movements. You can dial in up to 0.01mm precision by typing in the precise movement you want.
