I recently bought five rolls of Bambu PLA Matte, before I knew about all the issues with this material.
Every print so far has resulted in the edges popping up, warping the bottom of the print. I am using an Ender 3 V3 SE, Cura slicer, a textured PEI Plate (FYSETC) and Bambu Labs Glue (I tried purple glue stick ). I bought a SUNLU filament dryer box, and dried the filament for 5 hours.
I can get a great first layer, and several additional layers, and then out of nowhere the edges pop up.
Have you tried a brim in stead of the skirt shown, it will give a larger surface area to hold onto the pad.
Print speed - 120
Initial layer speed - 25
Nozzle temp - 200
Bed temp - 45
Infill - 25%
Infill pattern - Gyroid
Wall ordering - Inside to outside
I’ve also used these settings with the same results
Print speed - 150
Initial layer speed - 30
Nozzle temp - 210
Bed temp - 60
Infill - 20%
Infill pattern - Gyroid
Wall ordering - Inside to outside

The temperatures you have used does not appear to be affecting it.
Have you tried a different brand of filament ? Bambu is not one I have used as my preferred is eSun filaments, so I can’t rule out the filament as I see it.
The room where you have the printer; Is there maybe a draft on that side ?
Is the nozzle fan working correctly.
What issues are they you read regards that Bambu filament ?

Try a larger brim, it may help, ive heard that this is common with large areas drying out.
Something else to try is to manually edit the gcode file and put in a pause command after printing an x amount of layers, this will let them cool then continue you may need to do this several times. You can also change the nozzle temp for different layers.

Your comment on the draft and the fan made me think that the layers were cooling too fast.
I raised the temperature in the room a few degrees, decreased the fan speed from 100% to 80%, set the nozzle temperature to 202c and the bed temp to 62c.
