Just a novice 3d printer here, I had a backup of filament and now have this problem.
Question: What does this part do, and is there a replacement part?

Not exactly sure what the “emergency hotline” does, but you should be able to find the part or contact creality support and let them know that is what you need to replace.
I cannot tell from your photo and not taking my printer apart right now, but if that goes to the hotend, just replace the hotend.
those wires are the hot end.
that is a typo or a translate issues, should be hot end
