Hi I want to help people that is struggling with this matter as this happened to me on two systems a Win10 desktop and a Win11 Laptop.
The solution is very simple: You will need a Samsung phone (I don’t know if works with a different one)
Go to Google Play Store and download the Creality Scan app. You must get a C to USB adapter so you can connect your Raptor Scanner
Open the app, connect Raptor Scanner USB cable to the C adapter and then to the phone as you do to the computer and wait few seconds until the app recognizes the scanner then it will ask you to Update the Scanner, accept the update and after it finish unplug the Scanner and reconnect to your PC it will recognize your scanner now! Make sure to update your PC Creality Scan program too
